Project spotlight

London Docklands Data Centre Project is a major infrastructure programme to deliver high‑capacity, resilient power infrastructure for a large East London data centre development. The project includes a new 300MVA 132kV/33kV electricity substation and a high‑voltage cable route linking the site to the National Grid, providing a fully diverse, fail‑safe power supply to support critical digital infrastructure.

Delivered within a highly constrained urban environment, the scheme requires careful coordination across design, construction and enabling works, alongside precision planning, to manage limited space, dense underground utilities and complex stakeholder interfaces.

Freedom is delivering the end‑to‑end solution combining surveying, design, construction and integration of power infrastructure.

Frequently asked questions

Where do you typically get involved in a project lifecycle?

We can support projects across the full lifecycle, from early concept through to delivery and completion. We are often engaged at the front end, providing design development, constructability advice and early engagement with DNOs and transmission operators to shape viable, compliant solutions.

We also add significant value during the delivery phase, managing complex interfaces, outages and connections within the regulated electricity networks environment.

In short, whether you need early strategic input, delivery expertise, or end‑to‑end support, our team can flex to meet your needs.

Can you support projects where the grid connection strategy is already agreed?

Yes. We regularly support projects where the grid connection strategy has already been defined or approved. We work effectively within agreed parameters, taking responsibility for delivery, coordination and compliance with DNOs and transmission operators.

Our experience operating within regulated network frameworks means we can seamlessly pick up projects at this stage, manage interfaces, progress designs where required and deliver works safely and efficiently. Where appropriate, we can also provide assurance, challenge or optimisation to ensure the agreed strategy remains deliverable as the project progresses.

Whether the strategy is fixed or needs light refinement, we focus on maintaining programme certainty, reducing risk and delivering against agreed outcomes.

How do you work with DNOs and transmission operators during delivery?

We operate confidently and effectively within the UK’s highly regulated electricity networks market, working seamlessly with both DNOs and Transmission Operators throughout project delivery.

We have long‑standing, often decade‑long relationships with DNOs across a wide range of design, repair and renewals frameworks, alongside our connections capability. These enduring partnerships mean we understand not just the technical requirements, but also how each operator works within the regulated environment, their governance processes and delivery expectations.

Because the electricity networks market is tightly regulated, successful delivery depends on deep knowledge of compliance, approvals, outage planning and interface management between distribution and transmission networks. Our experience working within these frameworks enables us to:

  • Navigate regulatory and assurance requirements efficiently

  • Align designs and construction activities with operator standards and price control obligations

  • Coordinate effectively at the distribution–transmission interface, where constraints or dependencies can otherwise delay projects.

What makes your HV/EHV delivery approach different from traditional contractors?

Our HV/EHV delivery approach goes beyond traditional contracting by combining deep power engineering expertise with the scale and breadth of the wider NG Bailey Group.

Unlike contractors focused solely on installation, we operate as an integrated delivery partner, bringing together HV/EHV design, construction, connections and commissioning with wider capabilities including IT services, data‑led environments, data centre infrastructure, offsite manufacturing and technical facilities services. This enables us to understand our clients’ assets and operational requirements holistically, not just at the network interface.

Our approach is characterised by:

  • Early technical engagement to shape safe, buildable and compliant HV/EHV solutions

  • Strong integration with digital and IT‑led environments, critical for data centres and mission‑critical facilities

  • Off‑site manufacturing and standardisation, improving quality, safety and programme certainty

  • In‑house technical facilities expertise, ensuring electrical infrastructure is aligned with long‑term operational performance.

Operating within regulated electricity networks, we also leverage long‑standing relationships with DNOs and transmission operators, enabling smoother coordination, realistic programmes and reduced delivery risk.

The result is a delivery model that is smarter, more predictable and better aligned to complex, high‑value environments than traditional, siloed contracting approaches.

How do you manage risk and programme certainty on complex HV/EHV projects?

We manage risk and programme certainty through early engagement, disciplined planning and deep experience of working within regulated HV and EHV network environments.

We identify and address risk at the earliest opportunity, combining robust design development with proactive engagement with DNOs and transmission operators. This ensures technical, operational and regulatory requirements are fully understood and embedded into the programme from the outset.

During delivery, we apply proven governance, interface management and outage planning processes, supported by teams experienced in working on live networks. Our long‑standing relationships with network operators enable open communication, faster issue resolution and realistic programme planning, helping to minimise disruption and avoid unnecessary delays.

By combining technical expertise, regulatory awareness and collaborative working, we provide our clients with greater certainty, reduced delivery risk and predictable outcomes on even the most complex HV/EHV projects.

Can you deliver HV/EHV projects in constrained or live urban environments?

Yes. Delivering HV and EHV projects in constrained, live and complex urban environments is a core part of our capability.

We have extensive experience working in locations where space is limited, assets are live and disruption must be carefully managed — including city centres, transport corridors, operational substations and mission‑critical facilities. Our teams are experienced in working safely around existing infrastructure, coordinating outages, and sequencing works to maintain network resilience and customer continuity.

Our approach combines:

  • Early and detailed planning, including access, logistics and stakeholder management

  • Close coordination with DNOs and transmission operators to manage live network interfaces and approvals

  • Off‑site manufacturing and prefabrication, where appropriate, to reduce on‑site activity, improve quality and minimise disruption

  • Integration with wider NG Bailey Group capabilities, including data centres, IT services and technical facilities environments, where urban constraints and operational continuity are critical.

By combining technical expertise, collaborative working and a strong safety culture, we are able to deliver HV/EHV projects safely, efficiently and predictably, even in the most challenging urban settings.

How do you ensure substations and cable routes are adoption‑ready?

We take a design‑led, compliance‑first approach to ensure substations and cable routes are fully adoption‑ready from the outset.

We engage early with DNOs and transmission operators to confirm technical standards, land, access and operational requirements, embedding these into the design before construction begins. This includes careful consideration of layouts, protection, earthing, clearances, access for operation and maintenance, and long‑term asset performance.

For cable routes, we focus on buildability, future access and whole‑life operation, coordinating wayleaves, third‑party interfaces and reinstatement requirements to avoid issues at handover. Our experience working within regulated network frameworks means adoption requirements are not treated as an afterthought, but as a core part of programme planning.

Where appropriate, we also utilise off‑site manufacturing and standardised designs to improve quality, consistency and assurance, reducing on‑site risk and supporting smoother technical approval and adoption.

By combining early operator engagement, rigorous technical governance and proven delivery experience, we help ensure substations and cable routes are right first time, compliant and ready for adoption without delay.

What level of voltage do you typically work at?

Freedom typically delivers projects across High Voltage (HV) and Extra High Voltage (EHV) networks, supporting infrastructure from 11kV through to 132kV and above, depending on project requirements.

Our teams have extensive experience working at these voltage levels across substations, cable routes, connections, renewals and network interfaces. This includes projects delivered within regulated distribution and transmission environments, as well as complex settings such as urban infrastructure, data centres and mission‑critical facilities.

By combining deep technical expertise with strong operator relationships and robust governance, we ensure HV/EHV assets are designed and delivered safely, compliantly and ready for long‑term operation.

Can your services be engaged as standalone packages rather than end‑to‑end?

Yes. Freedom’s services can be engaged as standalone packages or as part of an end‑to‑end solution, depending on your project needs.

Clients often appoint us for specific scopes such as design development, HV/EHV construction, cable installation, substations, connections, commissioning or adoption support, particularly where elements of a project are already defined or being delivered by others.

Our flexible delivery model means we can integrate seamlessly into existing teams, work alongside other contractors or consultants, and take responsibility for clearly defined packages while maintaining full compliance with network operator and regulatory requirements.

Whether supporting a single project stage or providing full lifecycle delivery, we bring the same technical rigour, safety focus and programme discipline, ensuring each package is delivered efficiently and with confidence.
